Malta Permanent Residence Programme (MPRP)
Malta offers several routes for non-EU/EEA nationals seeking an alternative residency. The two main ones are the Malta Permanent Residence Programme (MPRP) and the Malta Global Residence Programme (GRP).
Residence obtained under the MPRP grants a Maltese permanent residence permit, allowing beneficiaries to reside, settle and stay in Malta, and to travel visa-free within the Schengen Area for 90 days in any 180-day period.
More people are choosing a second residency in Malta each year, for the lifestyle and for a more secure footing in one of the safest countries in Europe.
What the programme requires
The regulations allow affluent persons of impeccable standing and repute to apply for Maltese residence on the basis of three things:
- a contribution to Malta
- an investment in property, and
- a donation to a charitable organisation.

Where we fit in
The MPRP has its own qualifying property thresholds, which sit above a standard registered room lease. We can advise on the accommodation documentation your chosen route requires, provide a registered lease where that is the appropriate option, and supply a registered correspondence address.

Common questions
What is the legal basis for the programme?
The MPRP was launched in March 2021 by Legal Notice 121 of 2021, and has been amended by Legal Notice 57 of 2024, Legal Notice 310 of 2024 and Legal Notice 146 of 2025.
How does MPRP differ from the Global Residence Programme?
Both are routes for non-EU/EEA nationals. The MPRP grants a permanent residence permit through a contribution, property and donation structure. The Global Residence Programme has different qualifying property thresholds. Talk to us about which fits your circumstances.
Do I have to buy property, or can I rent?
Either. The rental option requires a qualifying property at the applicable minimum annual value, maintained for the required period. Rental is the lower-capital route, and the lease must be properly registered.
Is the property requirement the same as a registered lease?
The MPRP sets its own qualifying property thresholds, which are higher than a standard registered room lease. We can advise on what your chosen route requires and help with the accommodation documentation.
